Background

Many Local Authorities rely on contracted organisations to undertake street cleaning and carry out regular inspections to monitor the performance of the contractors and the cleanliness of the streets. The most effective way of achieving a continuous improvement to local street cleaning is to monitor the performance of contractors.  However previously there has been a time delay in reporting on the performance of contractors from the time the work had been completed.

Local Authorities require a system that makes it easy for inspectors to report on the cleanliness of streets in real time, and for this information to be rapidly made available to managers.  Customised reports can be produced and analysed enabling areas of concern to be identified and rectified swiftly.

Working with the London Borough of Ealing, iBase developed an application based around an electronic form-based data capture system for PDAs and which had already been proven in Local Authorities across the UK. The application combines field-based monitoring, recording and reporting of council or contractor services.
