Background

Local Environmental Quality (LEQ) has been identified as one of the main concerns of local communities today. Of the 198 national indicators that are designed to measure LEQ, NI 195 is a reliable performance indicator covering environmental cleanliness which examines litter, detritus, graffiti and flyposting.

A common standard for reporting on the cleanliness of streets and the local environment, as a member of the public would perceive was created by DEFRA through the introduction of BVPI 199 (Best Value Performance Indicator).  Late in 2007, Communities Secretary Hazel Blears unveiled the "New Performance Framework for Local Authorities and Local Authority Partners: Single Set of National Indicators" that came into force for local councils in April 2008. BVPI 199 continued under the new National Indicator Framework: NI 195 Improved Street and Environmental Cleanliness.

One recommendation for the National Indicator Framework is to have a more robust data collection method. NI 195 automatically uploads the survey records to a central database when the PDA is synchronised, ready for review, reporting, auditing purposes or submission to DEFRA.
